This project seeks to better understand post-permanency instability for children and youth who exit foster care through adoption or guardianship. To that end the goals of the project are to conduct a literature review of existing literature, compile relevant policies, procedures and data, develop design options that would leverage existing data sources to enhance ACF's understanding of postadoption and guardianship instability; and carry out activities for selected design options. The two design options include a survey of former adopted and guardianship foster youth and a survey of adoption managers at public child welfare agencies.
