  • This study will identify risk factors and outcomes associated with out-of-county placements and psychiatric residential treatment facility (PRTF) placements for foster youth with significant behavioral and mental health needs. These youth often experience more instability in foster care and age out of foster care without long-term families for support. Furthermore, these youth are often disconnected from support networks in their home communities because they are placed outside the county or institutionalized in out-of-county PRTFs, which may not be equipped to prepare them for adulthood. Clay County DSS aims to find more effective ways to support these youth when they enter foster care and help them stay connected to their local families and communities.
